The report is one of many produced by the National Capital Planning Commission, which is the federal government's planning agency for the nation's capital and surrounding areas. The Commission provides overall planning guidance for federal land and buildings in the region. Their report, The National Capital Urban Design and Security Plan, originally published in 2002 and updated yearly since, addresses the challenges urban environments face. According to their website, the report "addresses the alarming proliferation of unsightly and makeshift security barriers that are negatively impacting great cities across the nation. The Plan primarily focuses on federal facilities in the nation's capital, but its principles and concepts can easily be applied to other public and private lands throughout the nation. It identifies a variety of security design solutions including "hardened" street furniture and landscaped planting walls that can enhance local streetscapes, while still providing good security."
